ΘΕΜΑ: «Απόσπαση Κτηνιάτρων στην Μόνιμη Ελληνική Αντιπροσωπεία στην Ευρωπαϊκή Ένωση»


Αξιότιμοι κύριοι,

Κατόπιν αναφορών που δεχθήκαμε από συναδέλφους κτηνιάτρους που υπηρετούν στο ΥΠΑΑΤ και τους Φορείς του, θα θέλαμε να σας ενημερώσουμε εγγράφως για τις θέσεις του Πανελληνίου Κτηνιατρικού Συλλόγου σχετικά με την πλήρωση θέσεων κτηνιάτρων στην Μόνιμη Ελληνική Αντιπροσωπεία (ΜΕΑ) στην Ευρωπαϊκή Ένωση ως εκπροσώπων του Υπουργείου Αγροτικής Ανάπτυξης & Τροφίμων.

Συγκεκριμένα, στην Οργανική Μονάδα Αγροτικής Πολιτικής της Μόνιμης Αντιπροσωπείας της Ελλάδας στην Ε.Ε. από τον Οκτώβριο του 2014 μέχρι και σήμερα δεν υπηρετεί κτηνίατρος και τα θέματα αρμοδιότητας κτηνιάτρων έχουν ανατεθεί σε δύο υπαλλήλους εκ των οποίων ο ένας είναι Γεωπόνος και ο άλλος Περιβαλλοντολόγος Οικονομίας.

Για την απόσπαση υπαλλήλων στην Μόνιμη Ελληνική Αντιπροσωπεία στην Ευρωπαϊκή Ένωση ως εκπροσώπων του Υπουργείου Αγροτικής Ανάπτυξης & Τροφίμων εκδόθηκε η υπ’ αριθμ. 9852/124531/16.11.2015 Πρόσκληση Εκδήλωσης Ενδιαφέροντος στην οποία δεν αναφέρονται οι ειδικότητες, ο αριθμός των θέσεων, ο αριθμός των θέσεων ανά ειδικότητα και άλλα κριτήρια κατάταξης.

Σε συνέχεια της ανωτέρω Πρόσκλησης Εκδήλωσης Ενδιαφέροντος υποβλήθηκαν αιτήσεις απόσπασης από συναδέλφους κτηνιάτρους, ανάμεσα στους οποίους υπάρχουν και κάτοχοι Διδακτορικών και Μεταπτυχιακών Διπλωμάτων Ειδίκευσης, συγγραφείς επιστημονικών δημοσιεύσεων σε ξενόγλωσσα - διεθνή επιστημονικά περιοδικά κ.α.

Μέχρι σήμερα δεν έχει αναρτηθεί στην «ΔΙΑΥΓΕΙΑ» κάποια απόφαση απόσπασης υπαλλήλου στην Μόνιμη Ελληνική Αντιπροσωπεία στην Ε.Ε. ως εκπροσώπου του Υπουργείου Αγροτικής Ανάπτυξης και Τροφίμων.

Με βάση τα παραπάνω ο ΠΚΣ, ο επίσημος φορέας προστασίας των επαγγελματικών δικαιωμάτων των κτηνιάτρων της χώρας, έχοντας ως κριτήριο την πλήρη διασφάλιση των συμφερόντων της χώρας στα αντίστοιχα γνωστικά αντικείμενα κτηνιατρικού ενδιαφέροντος, καλεί το ΥΠΑΑΤ να αναθέσει τα ζητήματα που άπτονται του κτηνιατρικού επαγγέλματος, αρμοδιότητας ΜΕΑ, σε συνάδελφο κτηνίατρο και όχι σε πτυχιούχο άσχετο με το επάγγελμά μας, όπως λανθασμένα γινόταν μέχρι σήμερα.

Από την στιγμή που η Οργανική Μονάδα Αγροτικής Πολιτικής της ΜΕΑ ασχολείται με κτηνιατρικά θέματα και ενώ υπάρχει ενδιαφέρον από αξιόλογους συναδέλφους κτηνιάτρους για απόσπαση στη ΜΕΑ, με όλα τα απαραίτητα τυπικά και ουσιαστικά προσόντα, θα ήταν επιεικώς προσβλητικό για τη χώρα μας και για τον κλάδο μας, το Υπουργείο Αγροτικής Ανάπτυξης & Τροφίμων να μην προβεί για μία ακόμη φορά στην επιλογή κτηνιάτρου για απόσπαση αλλά να προσπαθεί να καλύψει τις σχετικές ανάγκες με υπαλλήλους άλλων ειδικοτήτων, χωρίς το αντίστοιχο επιστημονικό υπόβαθρο.

Δεν είναι δυνατόν η χώρα μας, να εκπροσωπείται επίσημα σε σημαντικές συνεδριάσεις όπως στη Συνεδρίαση της Ομάδας Διευθυντών Κτηνιατρικής του Συμβουλίου της Ευρωπαϊκής Ένωσης , από γεωπόνους και λοιπές ειδικότητες, ως σαν να μην υπάρχει ούτε ένας Έλληνας κτηνίατρος ικανός για αυτό το έργο.

Εξυπακούεται, για την αποφυγή παρεξηγήσεων, ότι η επιλογή του όποιου συναδέλφου κτηνιάτρου, θα πρέπει να στηριχθεί σε αυστηρά αξιοκρατικά και αντικειμενικά κριτήρια.

SUBJECT: “Appointment of veterinarians to the Permanent Representation of Greece in the European Union”


Dear Sirs,
Following several reports that we have received from veterinarians serving in the Ministry of Rural Development and Food (MRDF) and its institutions, we would like to proclaim in writing the views of the Hellenic Veterinary Association (ΗVA), regarding the appointment of veterinarians to the Permanent Representation of Greece (PRG) in the European Union, as representatives of the Ministry of Rural Development and Food.
More specifically, in the Unit of the Agricultural Sector of the Permanent Representation of Greece to the EU, from October 2014 till today, there is no serving veterinarian, while relevant issues have been assigned to two other employees, an agriculturist and an environmental economist respectively.

For the assignment of employees to the Greek Permanent Representation to the European Union as representatives of the Ministry of Rural Development and Food, the Call of Interest no. 9852/124531/16.11.2015 was issued. However, it does not specify required specialties, the number of positions offered, the number of positions by specialty and other ranking criteria.

Following the above mentioned Call of Interest, several of our fellow veterinarians submitted their applications, among which there were PhD and Master’s Degree holders, people with academic publications in several non-Greek/international journals, etc.

To this day, the Transparency Program initiative (DIAVGEIA) has not yet issued any decision on the placement of staff to the Permanent Representation of Greece in the European Union, representing the Ministry of Rural Development and Food.
In accordance with the above, the HVA, the official organization protecting the professional rights of veterinarians in this country, with the full intention to safeguard our country’s interests in issues pertaining to veterinary matters, invites the MRDF to appoint these issues within PRG jurisdiction to a veterinarian and not to another graduate of irrelevant field of expertise, as was wrongly the case until now.
Since the Unit of the Agricultural Sector of the PRG deals with veterinary matters and seeing that there is significant interest from very worthy colleagues, meeting all the necessary requirements and qualifications, to be appointed to the PRG, it would be an insult, to say the least, both to our country and to our field, if the Ministry of Rural Development and Food does not, once again, appoint a veterinarian but chooses to fill the position with employees of a different expertise, without the acquired scientific background.
It is absurd to have official representation for our country in important meetings, such as the Meeting of Veterinary Directors of the Council of the European Union, from agriculturists and other specialists, as if there is not a Greek veterinarian who could undertake this task.
Of course, to avoid any misinterpretation, the selection of any veterinarian for this position should be based strictly on merit and objective criteria.
